The two move independently, and confusing them leads plants to buy capacity they already own. What each measures and when to use which.

Utilisation and OEE are used interchangeably in a great many Indian plants, and the confusion is expensive because they answer different questions and can move in opposite directions. A machine can be highly utilised and producing very little of value.

The distinction is simple once stated: utilisation asks whether the machine was busy; OEE asks whether being busy produced good parts at rate.

The third and fourth rows are the important ones. Utilisation cannot distinguish a machine producing good parts at full rate from one producing scrap slowly. Both are busy.

Why utilisation still matters

None of this makes utilisation useless. For capacity questions it is often the better metric, because the question 'do we need another machine' depends on whether the existing machines have unused hours, not on how efficiently those hours were spent.

A plant considering capital expenditure should look at utilisation first, and then at OEE to establish whether the apparent shortage is real. The common and expensive pattern is a plant buying a machine to add capacity when its existing machines are highly utilised but running at 55% OEE — in which case the capacity already exists inside the equipment it owns, and the new machine will run at 55% too.
